Indian Government adopted the HIV intervention approach considering the large number of HIV positive people in India.The number is estimated around 2.5 million .The integral part of this approach is strong community participation and it succeeded in achieving the target partially.There has been a marked increase in the numbers of people accessing HIV prevention, treatment and care services.

The Health Minister Anbumani Ramadoss was quoted as saying, “Structural discrimination against those who are vulnerable to HIV such as sex workers and men having sex with men must be removed if our prevention, care and treatment programmes are to succeed”. He further added that section 377 of the Indian Penal Code, which criminalizes homosexuality must be done away with.

In his speech at the global AIDS summit in Mexico city Mr.Ramadoss asserted that the key to overcoming the HIV epidemic is to take HIV services to those on the margins of society and this can be achieved only in an enabling environment.The incorporation of the estranged Gay and lesbian community in the mainstream might go a long way in curbing the spread of AIDS in India.
